The Dictations of Separation

When the gods waged their destructive wars on the surface of Belthuran it drew the anger of the Worldforger for they risked destroying the balance the entire planar cluster required to function. By sending forth an avatar to subdue the worst of the warring gods the world forger created two things, first the Tyrannus crown and equally if not more important, the Overplane. The Overplane is a barrier around the inner planes that keeps the outer realms from interfering directly with the balance on the material plane. The Dictations of Separation is the agreement that was forced upon the gods that they and all those from the outer realms would be removed from the material plane and that they could not walk upon the surface of the material plane.

The Dictations of Separation are very clear rules that state what divine beings can and cannot do in regards to the material realm, and warns against those who would dare to violate a decree from the Worldforger himself.
Additionally, The Dictations of Separation elaborate on what the Overplane is, that it is a barrier where divine beings can go and attempt to influence things through mortals but cannot directly affect change. Further that they will be hunted by the denizens of the Overplane, those from the material plane that have outgrown that plane and live in another existence, such as the Gem Dragons, Sylvan Courts, and numerous groups of outsiders who continue to wage their wars against each other on the Overplane, this all works to keep interference to a minimum because of the constant fighting between the warring factions of Good, Evil, Law, and Chaos and the efforts of those who defend the balance.
