While De Ro was off on campaign the city had fallen to factionalism that Avalon had difficulty preventing as it had been something that the General and him had not forseen. The magically gifted in the Empire were fighting for the rights that all else had. They sought to use their gifts without prejudice and violence.

With the violence against the mages, continuing even after De Ro arrived in the city and upon his throne. Steps had to be taken.   These steps resulted in the formation of a school that would teach and honor those that graduated, giving them titles befit the former nobles of the lands. These graduates would then be allowed asked to work for the Empire for 4 years to return the investment given to them. After that they were free to do as they would like.This process helped to stop magic disaster and to help intergrate the magically gifted into society.   On the flip side the engineers and non-talented were given a school of their own. Staffed with enlighten individuals all all renown. The school led to the same ends as the mage school. Title and land, thus allowing research and progress to continue unimpeded by life.
