Allows a runesmith to re-carve a Rune, changing it's type by incorporating extra shards based on the level of the rune.

Quartz = 3

Hematite = 6

Obsidian = 9

For example
Changing a hematite Uruz rune into a Tiwaz rune, requires the Rune plus 6 Shards.
