Mbode Wemuezh was elected governor of Rozhchuesh. He and his advisors felt it would be a good idea to strengthen the port city by joining forces with a number of the other city-states in the region. The leaders of the other cities were swayed by is logical arguments and his gregarious charisma. They formed Nuerruoddel and the leader of each city joined the Nuerruoddel Council of Leaders. They then held an election for Prime Minister, which Mbode won.
