Megabuilding H06
When planning started on H06, Arroyo was still considered part of Heywood. During construction, everything around H06 becaome more industrial as residents moved to the more reconstructed areas of the city. Eventually, there were mroe machines than humans between the megabuilding and the old Heywood Industrial Park. This is when districts were redrawn and only the part that had migrated to the city's central island was considered Heywood and what was left behind became the toxic industrial mess that's Arroyo.
H06 itself sits in the balance between two things. First, it's in the middle of Night City's hub of heavy indutry but stretches up from the toxic fumes. Secondly, it's nowhere close to any of the actual benefits of the city itself and if you want anything not found in the building, you better be ready to travel for a bit. Residents here are isolated, even more than most denizens of NC. Some, especially gangs like 6th Street, prefer it that way.
