If a Creature does not have M.R. 9 or Higher,
Akus can use this Power on them
Akus can Stare you down causing you to get the
Stagger Effect until he frees you from it
Ultimate Showdown:
Akus can stare at someone and then activate the power causing both him and the target to get
Staggered until he frees both the Target and himself from this Effect
NOTE: This only happens if the "Staredown" Effect Fails
