The Mute Council

The Mute Council's name is about as spot-on for a group formed to help its leaders. While many would presume a group of overachieving bird folk to not know how to stop squeaking it is quite far from that. The Mute Council is seen as more of a group of friends that advisours. Picked by the lord before the current one it is often appraised of friends, mentors, and family members to the former lords. 
While The Mute Council holds no real political power, most lords have been wise enough to make good friends with the elected members of The Mute Council. Some sometimes passing their position onto their family members. These members are only known to the current Lord.
