Yankovo Pervoye (shortened to Yankovo) is the capital of Eagle, where the council meet. The city is three tiered, with the highest being the wealthiest and the lowest being the poorest. Being on a coast prone to floods, property value increases at higher elevations.

The four wealthiest families in Yankovo convene with the Emperor to form a council which creates laws and dictates the government. The council consists of Vivienne Deupere, Charlotte Cois-Ilves, Lukyan Namov, Verill Rebane and Empress Seraphine Cartier VII.

The city is built in three raised layers as a preventative measures against flooding. 

Crown

The highest level is called the Crown, and is the wealthiest layer. This is where the nobility live, including the high houses that make up the council. The buildings are made of stone and marble.

Focus

The middle layer of the city, where the middle class typically resides. The buildings are mostly wood and stone.

Marrow

The bottom layer of the city. This is where the lower class resides. The buildings are poorly constructed from wood, or even tents.

History

Yankovo Perovye is the modern city built where Astoria once stood. There were large shifts in the culture in the area following the reclamation of the nation of Cenel from Sabine, changing the capital and country as a whole to be nearly unrecognizable from what it once was.
