Binding Quill

This appears to be a feather from a species of bird that is not in our records. Perhaps it was a one-off mutation created in one of the Calamitous Enchantments - the combination of the incredibly strong magic used by the Wyrmstalkers to destroy the Winged Tyrants, and the draconic essence of those Tyrants caught in the spells. These Enchantments have a well-documented history of transforming the land and creatures caught within their midst, with new mutations discovered even four centuries after the original spells were used. Some scholars in the Delphic Enclave even consider that the feather could be from an alternate plane. The barbs of the feather are of alternating mirrored and pearlescent material. When taken as a whole, the entire vane creates an odd image, reminiscent of a broken mirror with light shining through the cracks.
The quill appears to have a minor enchantment inscribed on it in very fine detail, though the exact symbols used are foreign to us. The enchantment appears to have two parts. Firstly, when dipped in a pot of ink, the quil becomes bound to this pot and will magically draw from it, never running out until the pot is dry. Secondly, when used to sign a form of contract, the ink will leak out of the quilll and stain the fingers. All parties who left their signature on the contract with this quill appear to be bound in some way. If any party breaks this contract, they receive painful headaches and nausea until all other parties sign a new contract forgiving the party who broke the initial contract with the same quill. As such, it has been named the "Binding Quill." Our research team is reluctant to pursue more research, such as writing in a specific consequence should one break pact with the others, or using magically enhanced inks. Until such experiments are performed, this object should be treated as potentially very dangerous and held in tight security. I will even suggest memory extraction protocols for any non-Enclave member who interacts with this object. However, as its origins are still a mystery, we should be on the lookout for similar objects and find the group responsible for its creation.
The object was discovered in a curious position. It was found in a dense thorn bush very near the edge of a clearing. The clearing seemed to be unnaturally regular, a near perfect circle with traces of soot and ash mixed in with the bare ground at its center. Though the pattern and substance of the ash indicates that there was an intense and long-lasting blaze, none of the surround vegetation appears to be singed or otherwise affected by either the heat or smoke such a blaze would produce. Such precise control of heat and flame could only have been achieved by a master evocator.
