Orakore

Orakore, the Floating City, the City of Black Flags, is a port progressively built from the wreckage of a hundred different shipwrecks. It is a popular place for pirates to sail, and all manner of business is done here for any with enough gold or trade for it. Those who are looking for a new life, running from an old life, hiding out, searching for information, looking to buy rare or illicit goods, or any manner of other reason can be found on the creaking docks of the Floating City.

The city itself is practically an anarchy at first glance, but there is a system to its chaos. Those crews, gangs or otherwise with enough clout or coin take part of the city for themselves. They set up stores, store their hauls, and lord over the residents of the street or block of the city they claimed. Rivalries can quickly turn bloody in the streets of Orakore, but there's one person who keeps those in check (when necessary), Overlord Sidonia the Reaper. Sidonia the Reaper is a captain - admiral really - in her own right, commanding several ships and acting as the defacto leader of the otherwise anarchy that runs the city. When she deems necessary, Sidonia makes deals between the waring captains, and puts down the most chaotic clashes and disagreements with an iron fist.
