The Lunimaran Federation
The Luminaran Federation is a group of 34 small nations, whose native inhabitants all descend from the Luminara.
Structure
The Luminaran Federation is run by a council made up of 34 officials elected by their respective nations. This council is presided over by a moderator for the council. The moderator's main job is to keep the council on schedule and help resolve disputes. Typically moderators are highly esteemed lawyers, political scientists, sociologists or have had previous experiences in similar positions. The 34 officials all have their own cabinet, whose duty is to keep the Representatives informed about what their respective nations need and of any current crises going on there.
Each Cabinet member is an experienced and established member of one of their nation's infrastructural departments. These departments take on the most work gathering and organizing data and then implementing plans, policies, and laws created by the council. Although most of the nations accept all of the council's decisions, they do not all always follow them to the letter. Often they are taken as suggestions and improved upon for the specific needs of each individual nation. In a few very rare cases a policy or law is totally rejected by the council but these cases have always been dealt with peacefully and have ended up strengthening the Federation instead of weakening it.
Public Agenda
History
The Luminaran Federation was formed after the signing of the Treaty of Drida, which ended the Luminaran Civil War. When the Federation was first formed there were 32 member states. Kelanga, the easternmost member, was annexed by Krytona in 770 AnCog. Jianaca, Decelia, and Pfellvaa left the Kingdom of Luminara to join the Federation in 968 AnCog.
The Luminaran Civil War began in 757 AnCog and ended four years later, in 761 AnCog. For hundreds of years before the war, the Luminaran people were controlled by the Kelandrellian Empire, along with the Principality of Gilman. During this time the Luminarans living in Western Luminara, now the Kingdom of Luminara, were brutally murdered by the Kelandrellian government and were unable to rally enough men and arms to defend themselves. Western Luminarans were nearly wiped out by the Kelandrellians. On the other hand in Eastern Luminara, now the Luminaran Federation, the people were able to gain enough traction to nearly overthrow the Kellandrellian government. Although this attempt failed, the Eastern Luminarans did make peace with the government and gained some autonomy.
In 754 AnCog the Kelandrellian Empire withdrew its government and the majority of its officials from Luminara and set up a puppet monarchy, crowning Hanniel Ovette, head of the most influential of Luminara's noble families. Despite the appearance of a free and unified Luminara, there continued to be great unrest in the country, especially in Western Luminara. The Eastern Luminaran government officials declared King Hanniel to be illegitimate shortly after his coronation because of his long line of Kelandrellian ancestors, who far outnumbered his Luminaran ones. After three years of small rebellions, treason, and extreme tension on the border between the two regions. Eastern Luminara declared war on King Hanniel and the puppet government.
The Luminaran Civil War went quite badly for the Kelandrellian Empire and King Hanniel. Because the Empire had refused to accept anyone with even a drop of Luminaran blood into their army, Western Luminara had barely any army, and its side of the war had to be fought entirely by the very well trained Kelandrellian army and enlisted a very small number of Western Luminaran men, most of whom had no to very little military training. During the three years between King Hanniel's coronation and the start of the war, the government of Eastern Luminara had been building an army, whose ability had nearly surpassed that of the Kelandrellian Army, which was famous for its skill. Because Western Luminara was ill-prepared for the war, Eastern Luminara advanced by leaps and bounds for the first several months of the war. They reached the Triag River in the south and the Diand river in the north before the Kelandrellian army stopped them. Then began the longest years of the war. During the next three years, the Eastern Luminaran lines advanced slowly, but they continued to advance through the three years. Until in 761, the neighboring counties of Fellgu and Miradrell sent troops to assist the Eastern Luminaran army. With this help, they were able to force the Kellandrellians back and took Zarana, the capital. The Kelandrellian Empire and King Hanniel agreed to make peace with Eastern Luminara. Unfortunately, neither Fellgu nor Miradrell assisted Eastern Luminara with the treaty, and thus the defeated nations were able to gain back all of the land they had lost and more. Both countries agreed to stay out of Eastern Luminara, and the ancestral lands of the Luminara were divided between King Hanniel and the Independents, as they were called.
Soon after the peace treaty was signed, the remaining 32 states joined together and created the Luminaran Federation. The Luminaran Federation has continued to oppose and expose the Kelandrellian Empire for their ill-treatment of people and has brought many of its people out of the horrible conditions they were left in by the Kelandrellian Empire and the war. Nine years later, the state of Kelanga was peacefully annexed by Krytona. The annexation of Kelanga is still being fought by the Federation. In 968, Jianaca, Decelia, and Pfellvaa announced their independence from the Kingdom of Luminara and were welcomed into the Luminaran Federation. This extended the Federation's border to its current place.
Foreign Relations
Although the Luminaran Federation has been recognized by most countries, the Kingdom of Luminara and its closest allies, the Kelandrellian Empire and the Principality of Gilman to name a few. Although these countries do not recognize the Federation as a whole, Kelandrell and Gilman do recognize all of its member states and the Kingdom of Luminara recognizes some of them.
One of the Luminaran Federations' most complicated and fascinating foreign relationships is its rocky and constantly changing relationship with the Kingdom of Kiranin. Although Kiranin sided with the Federation during the Luminaran Civil War, the status of the relationship was put into question when Prince Lieber of Kiranin, then second in line for the throne married Princess Daiantha of the Kingdom of Luminara. The two countries did not work together until Archduchess Keanna of Kiranin, daughter of Daiantha and Lieber, campaigned for refugees from the Kingdom of Luminara to be allowed into her country and helped the true stories of Luminara be heard in her country and around the world. The Archduchess had even gone so far as to visit the regions of Jianaca, Decelia, and Pelania to help with the humanitarian crisis the regions were left in by the Kingdom of Luminara.
