The Carver City Industrial Sector, colloquially known as the Smoke Stacks, is never quiet. The district is always filled with clanks and rings of metal grinding against metal, constantly pumping products out for shipping across the city. Here, you can find both small mechanics practicing their craft among the warehouses and corporate or city owned assembly lines. This district is actually the largest in the city, subsequently it is also the hardest to ensure the safety of. In most places, the police do not even bother, by the time they respond, the altercation has already moved deeper into the labyrinth.

The Docks

The Docks serve as a gateway into the city. Goods are constantly being loaded and unloaded using enormous cranes. Without the Docks, Carver City would be very much on its own. Technically, the Docks are within the CCPD's purview, however the real enforcement organization is the Longshore Union. They not only manage most of what happens in the Docks, but also make sure anything that does happen is on their terms, for better or for worse.
