The Special Development Zone, otherwise known as the Web for its numerous crossing power and clothing lines between buildings, is the closest thing Carver City has to slums. The Zone's tight roads and precarious tenements fill the city blocks with little light filtering down from the sun above. There is little to no enforcement here beyond who has the biggest stick and can swing it the hardest - resulting in rampant crime. No one comes to the Web unless they truly need to. City Hall has tried multiple times to redevelop the district, but their efforts are always in vain. As such, they have now adopted a policy of containment; as long as the Web does not expand, then whatever happens inside is the problem of the residents.
