Dragon's Reach Magic College.

The College is famous in most of the socalled "civilized" world. It caters to those who want to become a wizard. or learn how to control inborn magic powers. Those who are born with power get a free pass for the first semester, to learn how to control their powers. After the first semester they get a diploma, given a permit to use their powers. A weak type of phylactory with their blood is stored in a secret vault, so they can be tracked if they "step out of line".
