Elysia

An ancient civilization. Older than Casmyr, but their reliance on magic and not pursuing other knowledge have stunted their technological growth for centuries. Like Casmyr, Elysia has been throught several setbacks, and has almost started over a few times. After the last time things went pear-shaped, they ended up focusing on divination and conjuration magic. They also researched non-magical sciences. This helped Elysia to slowly, but surely conquer the entire continent. Elysia used to be governed by city states with their own government. They were completely independent. No city could dictate what any other city should do. Today the cities has home rule, but they need to fall in line with the emperors wishes. So, each city is regarded as a province of Elysia.
