Imperial Governor

Imperial Governors are immensely powerful, as the govern the provinces of the empire in the Emperors stead. They can't make any laws, though, but they can determine if a law in a particular province goes against the empires interest and abolish it. With the emperors permission ofcourse....     Usually, most governors let the provinces run themselves and just make sure that the taxes are paid on time, and maybe skimming of the top. Other governor become the defacto ruler because the emperor deems the new territory to primitive to run itself. In that case the old rulers are imprisoned or execulted. Mostly the latter.
