There is no state religion in The Kezzak City State, and that is on purpose. You are not told what to worship. Your actions matter more, and as long as you don't work against the city state, you can worship whatever you like...Even evil gods like Necrul. Animating the dead is not illigal, but the neighbors will complain about the smell eventually...and you are responsible for what your undead minions do...If your zombie eats your neighbors cat, you will be punished!! You can't say: "I didnt know Lucky was gonna stray into my yard...".
