City of The Dead. Ghoul City. Even the good people of The Concord have heard of the city where the dead rule. Death is rarely the end for most people here. It is said, that when you die, your soul is prevented from entering the afterlife. Instead it is used as fuel, and you remains are reanimated and swell the ranks of the citys undead army. There is a "lucky" few, who are re-animated as intelligent undead and invited to join the Unliving Court.
The Grey Curse is strongest in the city itself. It blocks out the sun completely. The only light that isn't affected is moon light and the light from the distant stars. Natural light from torches is dimmed, making them less effective.
