The Torrak'Kiir Refugee Crisis.

Political event

On new years day a fleet of derelict boats arrive at Galby Island, and it appears to be Torrak'Kiir refugees seeking political asylum. They are housed in tents on the beach. Weeks later The Torrak'Kiir send a delegation to negotiate for the release of Torrak'Kiir citizens.   The Concord refuse to let anyone leave that doesn't want to. The Torrak'Kiir isn't happy. They make a few empty threats and leave. This is the first time The Concord has any real intel on The Torrak'Kiir and a few of the refugees are hired as consultants. The rest are free to go.
