Ceruleans
Cerulean settlers and their descendents are simply known as "Ceruleans". They originated from a federal program organized by the Confederacy of the Quadriarma to establish permanent settlements on the planet Cerulean. Although the original settlers immigrated from everywhere in the Quadriarma, they are rather isolated from the rest of the nation due to political law and social stigma surrounding them. Exposure to the world's environments left the people immune to native diseases, but the rest of galactic society without that immunity. The people organized into multiple self-governing territories, all with their own presidents. They are legally considered citizens of the Quadriarma and thus can also vote for the union's president.
Cerulean culture is an amalgamation of just about every other ethnic group in the Quadriarma. This is seen in just about every element from clothes, food, and entertainment. Over time, the distinction between Nastera cultures and Trotan cultures even blurred into a single entity. This was also in fact aided by the slow disintigration of segregation between the two species as their bodies slowly adapted to the native environment and each other's food sources. Although physically isolated, Ceruleans enjoy the same communication network as everyone else. This allows them to follow certain trends especially as it relates to clothing and entertainment. Ceruleans exercise a lifestyle defined by optimism and compassion. They are also regarded as very patient people that are highly resilient against the prejudice that they face from people that still fear the aftermath of The Plague that happened well over two hundred years before Cerulean was colonized. They do well to pass these traits onto their children which results in one of the happiest people in the galaxy.
History
Volunteer Settlers
Originally there was no plans to permanently settle Cerulean but unfortunately many accidents kept happening where temp researchers were being exposed to the environment. This meant they couldn't return to society as it risked spreading deadly diseases. Abandoning these people would be incredibly cruel, so a risk was taken to settle the planet permanently and properly. A volunteer program was started. Finding the skill necessary wasn't hard, but the only source of volunteers were those looking to escape their present lives for whatever reason. This included a vast array of convicts, homeless, chronically unemployed, those with health issues, and generally anyone who felt unwelcome in society. Not a lot of the skill wanted, but the Quadriarma bit the bullet and kicked off the program. The settlers finally found a better purpose for their lives. Previously displaced in society, they managed to construct their own using resources supplied by the Quadriarma and those constructed in their new home. However, they recieved a lot of hate from the general population and even from the government. An unfortunate amount of people saw the program as a drain on the nation's resources while many feared that this could result in a plague like the one that occured when the Trotans and Nastera made contact. Legislature eventually ended colonization and turned moving to the world more like immigrating to a new nation. This effectively isolated the colonists even more than originally and strong petitioning from the population eventually allowed them to become a federal self-governing territory of the Quadriarma Union.Preccyoba
Successive generations carried on a similar urge to explore new worlds and they more or less became the pilots of Quadriarma's late expansionism and research into Kapisan-Ngladeni Society. And at one point this even came at the cost of repeating history. With the discovery of Preccyoba, it was realized the same situation that prompted settling Cerulean would happen yet again. It was ride or die. The Quadriarma was locked in a major conflict and on that moon was what would determine the entire future of civilization as a whole. Only the Ceruleans were considered to make contact with the surface and with their history of fighting prejudice, many were determined to show what their people did was for the benefit of everyone.Culture
