Atlantis

Despite being submerged half a mile underwater, the terraforming syringe in the north ocean was also retrofitted to become a city. This city is responsible for most of the water-based terraforming efforts. Many preserved earth aquatic species were introduced to mars' ocean here. Centuries later, it is still the most prominent sea-born city on mars.
