  Organization of binders-for-hire originally based in Whirlpool Country, quickly spreading throughout the seafaring cultures. Heavy focus on creating binding contracts (heh). They would travel the world in search of those in need of their services, often finding places in noble courts or merchant ships. Contractors and their ubiquity were one of Whirlpool's methods of insurance against attack- by having every significant vessel contain a contractor, they would always have an inside man.   The organization requires an ironclad reputation to function. Its methodology uses a contractor to 'notarize' deals by forming a Contract with both parties separately, being the crux of the entire deal-creation process. If one cannot be trusted to do so (ie to collaborate with one side to not actually bind the terms as written), the entire system falls apart.   While individuals vary greatly, the average Contractor is actually a cheerful, outgoing individual- not a stuffy and pedantic adminstrator like one may expect. Contractors are intended to secondarily function as ambassadors of Whirlpool, and are specially selected to be easy to get along with in order to improve the nation's image. Being a contractor is often looked at by Whirlpool citizens like a more profitable form of charity work- it's fundamentally (supposedly) about helping people.
