This spell makes other spells permanent, mostly. You or another spellcaster casts the desired spell and then follows it with the permanency spell. You must be within 30 feet of the spellcaster of the target spell, and the target spell or its subject at the beginning of the ritual. The ritual to cast permanency requires an hour per level of the spell you wish to make permanent. This ritual requires a specially prepared altar,which must be an uncarved, clean,flat stone slab,1 square foot in area. Then the altar must be consecrated with charcoal and incense. Next the altar must be placed on the ground or on a stone pedestal on the ground. As part of the ritual you must sacrifice a number of gemstones equal in number to the level of the spell you are making permanent +12. Each gemstone must be a different type,and must be a minimum of 100 GP in value per gemstone.You sacrifice them by holding them in your hands one at a time and saying an incantation, an invocation so old the language itself and any meaning it once had save this effect are lost to the sands of time.This causes them to dissolve into a fine powder, which you must then sprinkle on the altar. When all the gems have been used,you write the target spell name in the powder and it catches flame if the ritual works. At the end of the ritual casting time, Roll a Ritual Spellcasting Check to see if the permanency spell is successful. The DC is (13 + Spell Slot Level used for the permanency spell) + Spell Level of the spell you are trying to make permanent.
Spells cast on other creatures, objects or locations (not on you) are vulnerable to dispel magic as normal. If you are targeted by a successful dispel magic or are within the area of an antimagic field, any spells that have been made permanent by this spell are suppressed until you or the person they are on complete a long rest, or until the antimagic field no longer affects the subject of the spell.
Much like with magic items, a creature can only attune to a limited number of permanent spells at one time. You can end your attunement to a permanent spell on yourself at any time. Once attunement is ended that spell also ends and is no longer permanent, and its benefits cannot be regained unless the spell and permanency is cast again. Your Attunement limit applies to attunement to permanent spells the same as it does to equipment.
Spells that allow a target a Saving Throw to resist a spell can be made permanent, unless they deal damage on a failed save or force another player to act in a way they did not choose, will only repeat their effects once again each night at midnight if the spells duration is 24 hours or less, which allows the subject another save versus the permanent spell. If the target spell’s duration is longer than 24 hours, then the subject only gets a new save when the spell restarts at the end of its duration from the permanency spell. Spells like this that are meant to harm or hinder the subject of the spell do not count against the subject’s attunement slots.
Spells that require a spell attack cannot be made permanent in this way.
You must be of a minimum caster level equal to what is required to cast the spell in question in order to cast this spell on the spell targeted by this spell. Meaning if you can only cast 5th level spells you cannot cast permanency targeting a 6th level or higher spell.
You must cast this spell with a spell slot equal to the spell level of the spell to be made permanent +1.
