Government
The Lord of the Undertow (sometimes called "King") rules over all of Jartosa and all of her pirate citizens (whether they like it or not). While he does not always sit on the Kraken Throne (there's pillaging to do, after all), the Pirate Council 'governs' the city. This uneasy group is comprised of several ship captains, governors, clerks, and faction leaders of the city. Besides the ‘king’, ten ‘lords’ make up the Council of Keepers.

Infrastructure
Jartosa is home to many shipyards. This is a place where commandeered ships are stripped for parts and new machines of death and terror are created.

- The Corsair Crafters - They are responsible for the building, maintenance, and upgrading of air- and sea ships
- The Monastic Order of the Rooster - An old order of monks that originally occupied the cove

The Scratch
Upon the Pearl (the spherical structure at the heart of the cove) is written the Scratch. This is an ever-changing scoreboard where the best pirates and ships are listed. The 'board' is made up of of thousands of bio-luminescent shellfish (called “Daddles”).
