A loose alliance of originally corporate-based settler ships. Greed and backstabbing stalled and so hindered the early political and colony-building process that the only eventual agreement became a pseudo neutrality between the founding corps and new splinter groups. The area is essentially lawless for outsiders. There is no central government, but the decentralized collective does recognize a code and willingly allows piracy.
