The Accords of Orme Vale

The Accords of Orme Vale (also called simply the Orme Accords) was an extremely historicaly important peace treaty for much of the Arrosian Continent and specificaly the Far-east regions, as it established a lasting framework by which many subsequent treaties of the same nature would be based on. Gradualy, this would bring peace and stability to the region's kingdoms and Shapeshifter Clans. It also immensly improved human-Shapeshifters relations in the region and allowed for cultural and economical echanges between both groups.

Purpose

For the kingdom of Heoria, the document had two purpose:   
  • First, it seeked to bring the nearly completly independant shapeshifter clans in the south of the country under royal autority to manage the flow of migrant shapeshifter that were entering the country and stop their raiding.
  • Second, it seeked to end the devastating Kavasian raids into south Heoria by protecting the territory with strong shapeshifter warriors, who could hold and push back the raiders.
  For the Alliance of the three Clans, the document had only one main objective:   
  • To establish a safe and permanent home for their population, precisely in and around the Vale of Orme, in southern Heoria.

Clauses

The document is divided into 6 clauses, each pertaining to a specific aspects (Called principles) of the Accords discussed by both parties. These are:   -Declaration of Respect and commitments to upholding the treaty   -Claims and control over the territory   -Teritorial Defense and military alliances   -Number of Levies and their command structure   -Tax collection   -Trade and tarrifs

Public Reaction

Many nearby Human communities were wary of yet more Shapeshifters near their lands, and in particular, the thousands of displaced residents of the town of Orme, most of whom were also humans, were outraged.   On the other hand, the numerous clans near or within Heorian territory were happy and surprised by the peace treaty and its terms. Many clan leaders began to seek a similar deal with King Joren II, and the latter was rather pleased with this.

Legacy

The Orme Accords served as the basis for similar treaties between the Crown of Heoria and the dozen or so independant clans within its territory. Other countries around Heoria, such as Alvaros and Naurcia took similar approches just as the flow of migrant shapeshifter in the region reached its peak. It also improved the politics between humans and Shapeshfiter across the region and its influence can be felt all across Arros.   While some critics of the treaty deem it as too leaniant towards the Shapeshifter clans, especialy in regards to the military aspects, others note that it was the Clan leader who were leniant towards the crown as it was they who held the advantages at the negociation table.

History

During the 4th and 3rd centuries Bc, many migrants, including mages of all kinds, began fleeing the western and central regions of Arros, mainly as a result of the devastation of the constant warfare in the region, but also as the advancing Essanian Empire. The mages in particular also fled conscription into the Imperial army as well as the persecution that had reached a fever pitch in recent decades.
  Migrants, mostly humans from the northern Roynian plains arrived in waves in both the kingdom of Alvaros and the kingdom of Heoria. While the former was a bit hesitant to let them all in, the latter was happy to do so, as they saw an opportunity to grow their power against the large Shapeshifter population in the area already at this time.
  Meanwhile, after a series of attacks nearby and a series of forced conscriptions by the imperial autorities, the Alliance of the three Clans, based in the city of Yarenal, in modern-day North-Shorai, decided that the situation was no longer tannable and decided to migrate east.
  They arrived in Heoria by Fall 217 Bc, and began to settle inside the sparcely populated Vale of Orme, in the south-west of the country. However, the small human population living there were not happy about this and appealed to their king, who sent an army. That small army was wiped out by the clans, in the Battle of the Elm Woods in 216Bc but before the king could send another, larger army, He received word that the area was being attacked from the south, by the eastern Kavasian hordes
  The clans had managed, which some difficulty, to defend the area and prevented the intrusion of the horse riders deeper into the country. The Heorian King at the time, Joren II, took note of this and decided to be pragmatic. In summer 2016 Bc, he apealled to the clan leaders, offering them land and an alliance, in exchange for them to act as a bullwork against any attacks from the south.The Clan cheifs were hesitant at first, but eventualy travelled to Caelyn, the Heorian capital in summer the next year, and negociations started slowly.
