The difference between a Rune Crafter and Rune Counterfeiter is that one has a license. Some of the best counterfeiters can carve runes better than the best crafter and sell it for far cheaper. The downside is that they don't tend to work with the best materials so they are prone to blowing up if pushed to their limits. - Ace Cardia

Rune Counterfeiters are known to create fake or imperfect rune stones. They either make it with false crystals or out of real Zidian sap. They are not prone to analyze the purity of the sap and will carve to the best of their ability trying to mimic actual runes. While most are a waste of a carving some have mastered creating near-perfect runes.
Runestones are normally regulated and created by authorized rune crafters. Either backed by the presari empire, beast clan alliance, or the mercantile guild. Fake runestones can drive down the prices of true runestones and cause people to use stones that may blow up in their faces.

Qualifications

They simply have to have skill with chisel and brush. Some of the more skilled have learned the actual way of rune crafting using a rune etcher.

Payment & Reimbursement

A good counterfeiter can make around fifthteen gold coins per stone. While less skilled could be lucky to make two gold per stone.

It creates cheap runestones for those too broke or desperate to buy the real deal.

Social Status

It is considered low as many see them as the worse kind of criminals. Mainly because of how dangerous a bad runestone can be if they backfire.
