The Noble Council of Salire

The Noble Council of Salire are the rulers of the city of Salire and the owners of most human settlements in the frozen lands. Thanks to the treaty with the Presari Empire they are given right to self governance of all humans found in the empire. This has allowed them to expand and develop the main settlement of Salire and even establish the port settlement of Dulth.
The original noble council which was known as council of chieftains were established when the original treaty was negotiated at the start of the beast clan incursion. The humans desperate to survive united together and accepted the offer made by the Presari Empire. They would be settled near an elemental generator located in the frozen lands where they would be allowed live comfortably in the power of the generator.
The chieftains would quickly decide the development of the settlement and will aid in expansion and reach. While the chieftains were guided by their desire to protect their different tribes, the nobles that would descend them would become corrupted by greed and power. As the population grew the sense of tribal connection dwindled till they were just the people of Salire. This lead to the families of the chieftains switching their focus on their tribe to their families. Thus began the path of the nobles.
The Eventual nobles would be guided by the desire to expand their settlement and establish more settlements. Thanks to the industrious minds of some individuals than built forges that would create weapons to the empire to aid in their war with the beast clans. This would prove profitable allowing them to buy more valuable resources that could aid in their exapnsion plans. This made them want to find more efficient ways to create more weapons for the war effort. They would then create the first factory thanks to the plans one of the nobles forge masters who drew up a plan for the design.
