"The Mice Never Sleep"

Despite the large cat population, the many rat catchers, and natural avoidance towards them, mice are a common sight.
The fact that these crafty little animals have survived many natural calamities, and repopulate so quickly has caused there to be a need for a means to control a portion of them. Small, 'Mind-Seeds' are chemically and magically altered grains and seeds, used to gain a sense of control over these creatures by unlocking most of their brain and allowing the mice to think at a baseline standard. With that, members of elite secret organizations are able to communicate them them effectively. The seeds used change the biological properties of the beast, and gives it's offspring a slight chance to have the same intellect.
The mice that are fed this are bonded with the less than savory people who then utilize them as spies and guardians of important areas. In the most dire of situations they are also used as the last line of defense. Many besieged cities have these mice by the hundreds. Some are sent out to watch beyond the walls, listening to battle plans and taking note of the numbers and weapons brought by the enemies. Many time the gates are forced open, and the enemies step into the town. These mice swarm and bite, quickly overwhelming their enemies as they pull them down. The unwary are lost in a thicket of bites and chittering.

The technology itself is very closely guarded. However, the affected mice can be seen in many different lands, as guarding them has proven far more difficult than any could imagine.

Discovery

The first discovery was made in a simple apple orchard. The keeper noticed a group of mice standing on their hind legs and watching her. When she told them to leave, they responded with a simple 'no'.
