Mordor

Mordor is less of a place and more of a concept. In fact, Mordor is just a working title. Mordor is a portion of the content ruled by Villians. It's just a concept and the only thing we know so far is:
most of Mordor will be unpleasant and lawless. The only safe place to live in Mordor is Daybreak town.
Villians get repeated because governments will usually make deals with Mordo in exchange for prisoners or deals. Unless the villian is too dangerous to let free like Norman Osborn/Green Goblin whose main thing is murder.
