A Grey cosmonaut running surveillance on the United States crashed in a fatal accident that killed the pilot in Roswell, New Mexico. The incident was covered up by the United States Army as being merely a weather balloon, and the saucer was taken back to the minor military base stationed out in the Nevada desert. This and an incident at Antarctica during World War II where United States soldiers discovered an underground Xothian research base surrounding a hibernating kaiju led then-President Harry S. Truman to form Majestic 12 - the secret sixth branch of the United States military - and search the world for evidence of kaiju and extraterrestrials, recover it, and catalogue it. Remnants, ruins, fossils, artifacts, and anything that could be found and documented was.   A Japanese branch is formed in Tokyo during the occupation known as Majestic 4, with two branches being established in the United Kingdom, codenamed Majestic 15 and Majestic 16. These names were picked on purpose in order to confuse would-be sleuths and conspiracy theorists to conflate MI5 and MI6.
