Kortal used to be the supreme ruler of Calvarian's, appointing their own Senate to ensure their will was done. They were overthrown and others of the Legion took their place until they met their ends from one force or another. Now, a dragonborn sits on the throne and is granted the title ‘The Dragon of Calvarian's, and there should always be a Dragon to lead the senate.



This began with the dragonborn created by Kortal but has since cycled through all the various kinds of dragonborn. This initially was to test which lineages would be the best leaders but has merely turned to rotating. The position of Dragon may only ever be a true Dragonborn, no Soma or Tharros should sit on the throne and certainly nobody without Draconic Blood should be in the Senate.. If another True Dragon comes through the Gateway and declares themselves the ruler of Calvarian's, the current ruling Dragon is expected to stand down.
