Pleska Reviers
This is a group of fishermen who moonlight as river pirates on the Pleska River. Their favored approach is to stage accidents with other river craft and use it as an opportunity to board unsuspecting boats and barges. Typically they'll to quickly over awe and threaten the crew and make off with their valuables. The group avoids pitched battle and targets that look like they can put up a strong resistance. On occasion they will kidnap for ransom or to sell individuals into the slave trade. Rather than sell slaves themselves, the pirates pass them on to the Syrican Brotherhood which can be relied on to ship them out of the region. For this activity they tend to target women and children.
The groups prefers to make attacks at night or areas where there are significant swamps and secondary waterways they can escape into. The river craft they use are generally mundane looking vessels whose appearance can be quickly altered.
Structure
The organization orbits around half a dozen "Captains" who owe their position to owning a boat. Crew members routinely move aorund depending on which captain is looking for an opportunity and how desperate the rank-and-file pirates are feeling. If it's a good year for fishing and haulage it will probably be a quiet year for piracy.
Public Agenda
Less public the better, but let's steal some stuff.
Assets
This group has little beyond its boats and weapons. Since valuable cargoes are typically well guarded they usually have to settle for modest amounts of loot. Once they get some loot it has to be shared out or sold to a fence then the proceeds are shared out. Most of the money gets spent drink, whores and repairing their boats.
