Alcier

Alcier is a Koa hailing from the Vandal Tribe of Jaguar and is the proprieter of the Vandal Market in Balphuran.
He joined Jim Kestrel's crew, the Dark Home--at the time, going by the nickname, Vandal-- as a boarding specialist, where he helped Anh Edonia sink the first Koan dreadnaught. During their preparations, Anh accompanied Vandal to appropriate some cannons from an imperial outpost beset by a herd of rhino toads.
After the war, he joined other members of his tribe in Balphuran, who were granted real estate in the newly-established neighborhood of Vandal's Gift as a show of thanks for their assistance in the rebellion.
Alcier later caught up with Anh when he was investigating the Blue Frogs. When Anh presented a copy of the Blue Frog Manifesto, Alcier managed to identify its language as belonging to the Tribe of the Crow. While Alcier grew up hearing stories about the tribe--purpotedly a group of savage hunters who lived beyond the Great Mangrove Barrier on Sera, who hunted other Koa with the same ferocity they hunted animals--he could not speak the Crow language.
