The Chain

An extra-governmental organization that answers to only themselves. They exist for stability, to link past to future.  There is an understanding between The Chain, the Arcanum Guild, and The Order of the Eight to cooperate with maintaining order among The Eight.  Various civic governments are practically secondary in nature to the power of these three organizations.
