The Devastation Court
The reason most mortals don't trust the Devastation Court is that they choose to side with the Malum Primordials so they could absorb the magical energy that would be released. There are also members of the Devastation Court who are those branded as criminals by the Heavenly Court due to their crimes.
There is no actual court within the Devastation Court due to them being sealed separately and not being able to contact each other regularly. However, they can communicate using their followers as intermediaries. The ranks between the Devastation Court is completely based on power.
