In a world run by wizards, anything is possible. Matter can be transmuted from one substance to another. The laws of physics are suggestions. Even communication can be performed virtually instantly, with anyone on the planet. These skills created markets for services that had never existed on this scale. Now, those without magic, could enlist the aid of wizards to leverage their arcane abilities, for a price. With enough wizards (the blanket term for all magic users now) looking to sell their services, the market was relatively fair. It is truly an era of limitless possibility.
That's all well and good, until you're someone who doesn't want the attention of wizards. What does one do when they've made themselves an enemy of the Penta Caelum and needs to communicate just as quickly with coconspirators?
Yes, the easy answer is rogue magic users. This is the easiest solution if it is available. There are magic users who do not agree with the Penta Caelum's strangle hold on who get to use magic, how much, and where. All the meanwhile being completely unregulated themselves and free to cause whatever catastrophes they deem necessary. These defectors are also on the Penta Caelum's most wanted list, so you are, indirectly, putting the Penta Caelum's gaze upon you if you were to associate with any of these rogues.
So what else is one to do? Kobolds. Kobolds is what one does.
Kobolds have been quite the opportunists since The God Hand. They've colonized just as much as, perhaps even more so, than the citizens of Creatos. Their networking and magical communication, while more primitive, is still a critical factor to their survival.
One must still be very careful when dealing with the tiny dragons. Their loyalty is not to their patrons; but to their Patrons. The temperature between the Kobolds and the kingdom above is quite copasetic. Kobolds have no qualms with making profitable deals, but one may never be sure if they are not already in the employ of a higher bidder, trying to weed out those seeking their aide.
For those who do find a working relationship with the Kobolds, encoded messages are sent between Kobolds, who then relay them to the intended recipient. The recipient can respond, in code, so that the sender can confirm the message was received, who it was received by, and potentially, what actions to take next.
It's not the most optimal methods, but the resistance is always playing from behind now isn't it?
