Soulshard, the Bane of Dragons

Description

This ornately decorated wooden staff resembles a claw with its three lazily divulging branches. It is covered by a single vine, wrapping most of the central branch. At the place where the branches divulge, a golden insert holds a long since dimmed dragon shard.

The staff has a number of charges depending on the size of the dragon-shard powering it, (currently a dull huge one) a single charge can be used to cast "Dominate monster" only targeting creature of type "Dragon", the spell also doesn't require concentration, but ends if the dragon-shard is removed from the staff. Additional effects can be added by spending more charges.

• (1) Impose disadvantage: An additional charge can be used to impose disadvantage on the save made to resist the effect.
• (1) Extends the duration: The spell lasts for another hour.
• (2) Automatically Fail the Save: Two additional charges ensure the creature automatically fails the save, (this is negated by a legendary resistance).
• (3) Superior Duration: The spell lasts until the effect is dispelled.

Regain lost charges

To regain spend charges, a new dragon-shard needs to be inserted, any charges left on the previous dragon-shard remain on the shard, but can't be used unless the shard is inserted in the staff.
