Violent Weapon Restriction Act

In 2076, the Kunari City Legislature enacted the Violent Weapon Restriction Act (VWRA) in an attempt to stifle the rising rate of violent crime and make it more difficult for mercs, brokers, runners, and gang members to acquire firearms. Spearheaded by David Morrison, the head of the Domestic Security Comittee, the VWRA received widespread support from within Kunari City's government body, passing the legislature in a landslide vote and receiving executive approval within the same week. The late 2070s were defined, politically, by overarching attempts to control and subdue crime through strict government action. Many within the political or corporate body of the KCMA feared the rising influence of criminal syndicates and independent "community leaders" or brokers, leading to overwhelming support for the VWRA and similar policies.     The VWRA first acted by separating weapons into multiple classes by potential uses, concealibility, and threat. There are four distinct classes denoted within the current legislation: Class A, Class B, Class C, and Class X. Weapons deemed as Class A are either widely commercially available or have primarily civilian uses - most are also non-lethal. These include most tasers, comabt knives, and specialty self-defense weapons. Class B is the largest category and denotes most civilian firearms such as single-shot rifles, handguns, etc. It also contains more simplistic projectile weapons such as crossbows. Class C weapons are classified as those that may have some uses in specialty settings, but pose large potential for civilian casualties. Most automatic firearms, long-range rifles, and shotguns. Class X weapons are those soley sanctioned for PMC or police use: this includes most heavy firearms, explosives, and experimental weaponry. These are scarcely sold in legal settings and very expensive (and highly illegal).    Regardless of what class it's deemed, owning a firearm requires a license tied to your Personal Identification Key and face-scan. Of course, many people, especially those with prior offences or shady dealings, ignore this caveat and carry regardless. Though the KCPD won't pursue someone solely for their lack of a Firearm License, extensive punishments are dealt to those caught with illegally-owned firearms during arrests for other crimes.   As well, serial numbers on firearms were replaced with either biometric identification (the owner's fingerprint and genetic makeup would be tied to the weapon) or tracking numbers directly connected to the owner's Personal Identification Key. This additional security was deemed mandatory for all weapons, regardless of class (other than one-time use firearms sold in Bodegas) and would be enforced by manufacturers directly. The only reusable firearms in Kunari City that lack these codes are either imported, handmade, or have been fried through illegal means. Skilled netrunners can either entirely wipe these identification codes or connect them to false identities, a service that has become widely sought after in this era of over-policing.   The VWRA also enacted restrictions around weapon implants and cybernetics. Bodyshops were banned from selling any weapon or combat-based augment/cyberware that could be entirely concealed, and the legal trade of combat-based cyberware was restricted to largely melee augments. However, the trade and installation of illegal augments occurs rather frequently through illicit means. Many underdark bodyshops run openly in Kunari City, fielding a wide range of experimental and illegal augments.
