they were forced into the Cassad Empire. A small faction on Ilozumba wanted to stay backwater and low-tech, but as their progeny evolved out of their human-fish hybrid forms and closer to humanity as it becomes, a dominant faction realized that others must be out there, with advanced tech, and Ilozumba needed to keep up with them. By the time the resurgent Cassad Empire came to Ilozumba, Dialla and her people couldn't match the Cassad's tech and fell easily.  Ilozumba is dependent upon other worlds and their tech for space travel.  Ilozumba would not have had a delegate at the Trial. They wanted as little as possible to do with it and the Cassads. To their dismay, being neutral and trying to stay out of it didn't help them at all.
