The political structure of Port Haethwy featured not only the ruling king and queen but also the influential nobles of the royal court. This court consisted primarily of the 12 noble houses, and the 2nd-row nobles were positioned just behind them. In some instances, a 2nd house could obtain a writ of spokesperson and have a seat in the first row, particularly when a 1st house couldn't participate. Within this chamber, nobles had the opportunity to voice their concerns, and they had the ear of the reigning monarch or the chamberlain. These gatherings occurred at regular intervals, often on a monthly or bi-monthly basis, and in special cases, they could be convened on an alert or emergency basis.   A single house bringing forth an issue might not carry substantial weight, especially if it belonged to the lower 3rd tier. In such cases, groups of lower houses often banded together to present a unified concern. Securing the support or attention of a 2nd house could significantly strengthen their case and influence the decision-making process within the court.
