Let’s go through the steps of how firing a firearm works in Defilar. First, loading.
Loading any firearm takes a character’s full turn. This sacrifices the character’s Action, Bonus Action, and Reaction. It also requires them to have the use of both hands, so they also cannot climb during this time.
When you attack with a firearm, you make an Aim Check. This is a d20 roll that adds your Proficiency Bonus (if proficient in the firearm) and Dexterity Modifier. The DC for this check starts at 10, and changes based on the following factors:

If this check hits, the target gets hit and takes the listed damage for the firearm. Otherwise the attack misses the target. If the target would have gotten hit if not for the bonus provided by cover, the shot hits the cover.
