After much pressure due to the rising issue of felons and prisoners, Annin Plutark agreed to a proposed plan pushed forwards by the Vandran house on Artima. Once the bill was passed, Port Brimsey and the other inner islands enacted policies which allowed for the forcible transport of non-citizen felons to Artima to ”work off“ their debts.
Due to deteriorating working conditions on Port Brimsey—especially in the Thresdon District—more of the populace turned to crime. This resulted in ballooning prisoner numbers and expensive property damage. The family of Artima island known as the Vandrans proposed a trade agreement with Port Brimsey and the other inner islands. This agreement would result in non-citizen felons on the inner islands being deported to Artima to act as labor for one of the three families on the island. Though reluctant, Annin Plutark eventually agreed to the proposal, resulting in the bill being passed to Parliament, which also agreed. This decision would later become Annin Plutark's greatest regret, and some speculate it contributed to his suicide in 327 TA.
