Representative Thalassocracy
Every island, underwater settlement, nomadic band, or other organized sentient group may petition for inclusion in The Thalassic Deliberative. The Deliberative's sphere of influence stretches for hundreds of leagues from the mouth of the M'Sipli. Membership affords these creatures access to the vast markets of the Delta, intergroup mediation, and limited mutual defense. The ruling government coalition elects a Prime Minister to represent the Enclave on the Council.

The Deliberative is a politely fractious body, represented by dozens of constantly shifting political parties. The current most influential include:
The Peace and Prosperity Party: Representing most of the continental shelf areas and the shores in the immediate vacinity of the Delta Confederacy, as well as a few island states nearest the coast. The Benthic League: Alliance of oceanic floor settlements, including several Triton kingdoms. The Pelagic Liberty Party: A coalition of tribes, bands, and schools that roam the middle depths nearest the Delta.
