Cataclysm Charter

The Cataclysm Charter is a document signed by all the leaders of Delvia's nations in the year 5 AC.

Decree

By decree of the Cataclysm Charter, heavy restrictions were placed upon interplanar magic and travel. Traveling between dimensional planes was completely outlawed, and spells that interfaced with other planes of existence were heavily monitored and controlled, so only authorized persons could use them. Records and evidence of planar spells were ordered destroyed, and any person who continued to practice planar magic was criminalized.

Purpose

The purpose of the Cataclysm Charter is to unite all the nations of Delvia in preventing another catastrophe like the Cataclysm of 0 AC. The long-term destructive effects of the Cataclysm were still unknown, but researchers had confirmed that the bonds between the planes had been shattered and the multiverse permanently altered.

Conclusions on the Cataclysm

After some years of research permitted under the primary clause of the Charter, a team of Viabuedon researchers led by high mage Mordenkainen confirmed that the multiverse had been permanently altered, though not all of the changes were understandable, they were able to draw some conclusions: The first was that the parallel planes such as the Ethereal Plane and the Feywilds, were no longer bonded to the Prime Material, meaning their place in the multiverse was no longer static, and they could potentially drift. The second conclusion was that the four primal planes of water, earth, fire, and air, which had previously been suspended above the Elemental Chaos, had fallen into the chaos below and blended into one primal plane. The fate of the astral dominions of the gods was unknown, as was the fate of the nine hells of Baator, but the appearance of a new parallel plane of Shadow suggested that Baator was no longer in service. Dubbed "The Shadowfell", a single exploration team found an endless plain of shadows and ash filled with lost souls, wandering aimlessly for eternity. It is believed that when Baator shattered, the souls of those that could not enter a proper afterlife instead found their way to this eternal limbo.

Policing the Charter

In order to police the laws of the Charter across the entire continent, a conclave was formed of Rangers that practiced the art of the Horizon Walker. These hunters specialized in detecting portals and planar magic, and had the tools and skills to track and destroy the perpetrators of chaos. The Horizon Walkers constructed networks of obelisks that channeled detection spells between them. These obelisks can be found in large cities and across the country, though they do not cover the entire continent.
