Pendulum of Enhanced Luck

This magical item is incredibly rare and, as such, has an equally incredible effect when used. The pendulum can be held by any user at the dawn of the day over any flat surface by a free floating arm. The user must concentrate on the pendulum for ten minutes as if ritual casting a spell. The player must then roll a D100, on a 1 the character is afflicted with atrocious luck for the rest of the day, taking a -3 on all skill checks, saving throws or attacks and an auto critical fail on the roll of the DM's choosing. 2-25 results in a -2. On a 26-50 the character has a slight reduction in luck and takes -1 to all checks, saving throws or attacks. For 51-75 the character is imbued with a slight boost to their luck, gaining +1. 76-99 results in a +2. Finally, 100 boosts the characters luck to receive +3 to all the same abilities as well one auto critical success on a check of the player's choosing. All of these effects will remain for 24 hours.
History
With an unknown origin, the Pendulum of Enhanced Luck landed in the hands of Lucky McDell who, due to his name, believes himself to be incredibly lucky. As an inventor, he found the possibility of having even greater enhancements to his luck to be a perfect opportunity and took to using the artifact before tinkering with his latest creations. The last use of the pendulum was just as Lucky was setting to work on his newest focus, the Harmonious Operation Management Equipment or H.O.M.E.. Lucky received a negative result from the pendulum and decided to ignore it and continue tinkering as usual, causing a false activation of the tech which led to the entirety of Lucky's Trading Post to be encased in ice, along with the Pendulum, which is where it now remains.
