House Pluma
House Pluma is one of the four ruling houses of Deus. Their primary focus is the control and consolidation of power amongst the cities of Deus.
The headquarters of House Pluma is located on a large island within the Sea of Air. It resembles a castle, balanced between resplendent glory and practical sturdiness, and provides a defense against God Hawks which might otherwise see a large group of humans as prime for a meal. Most activities within the house take place in extravagant meeting rooms within the headquarters, which range from open to the public to invitation only to allowing only a select echelon of House Pluma members inside.
Applicants to House Pluma must claim noble blood, political power, or wealth above a certain threshold. Those who meet the requirements are invited to the headquarters for an interview with a panel of House officials, who will review the application and use it and the interview to determine the hopeful's potential worth to House Pluma. While few applicants are accepted immediately save for those whose families are inexorably tied to the house, there is no restriction on applying multiple times, and nearly all applicants enter House Pluma within their first three attempts.

Structure
House Pluma has two divisions, Houseward and Countryward. Countryward members belong to House Pluma in name only, turning their attention to the lands which they rule. They are barred from holding office in House Pluma or from attending House meetings not available to the public. This ensures that House Pluma does not hold excessive sway over the governments of Deus, as many nobles claim automatic family membership and many more enter during their rule. Countryward members do not serve no purpose, however—their membership to House Pluma provides them diplomatic immunity in one another's lands, as well as automatic alliances with other House members. Wars between lands governed by House Pluma members are grounds for removal from the House.
Houseward members are barred from claiming ownership over lands within Deus, but they have more power and freedom within House Pluma. Most hold no real position of power, but are considered for elected office and enjoy access to nearly all meetings within House Pluma.
The power hierarchies within House Pluma are all elected positions, voted in by both Houseward and Countryward members. There is no limit to the number of terms a single person may serve, though structures exist to remove troublesome individuals from power and permanently remove them from the House.
The most prominent elected positions are the One, Six, and Thirty. The Thirty consist of five officials from each region of Deus, elected every two years with no prerequisites for election. The Six are selected from current and former members of the Thirty, no more than one per region, and elected every four years or when one is elected the One. The One is selected from current members of the Six, and they are elected every ten years, or when the current One dies, steps down, or is removed from House Pluma.
Another noteworthy branch of House Pluma is the Featherquills, its judicial system. Every three years, Houseward members with the proper qualifications are elected into three Courts of five: Eagle, the Court which oversees matters within House Pluma; Hawk, the Court which oversees conflicts between Countryward members; and Falcon, the Court that takes appeals from courts in House-affiliated lands. There is also a High Court consisting of one former member of each Court, which takes appeals from the other courts and is the utmost legal authority of Deus. The High Court also rules on whether to remove House Pluma members from the house, particularly those holding elected positions.
There exist several lesser positions within House Pluma, such as treasurers and interview panels. Elections for these positions typically happen every one to three years, depending on the position.
