High Council of Lynoa

The institution of the High Council holds a prominent place as one of the most ancient organizations on the Lynoan Continent, tracing its roots back to the time of the discovery of Kaira and persisting through the Dark Ages and the Age of Industry. Although its origins are shrouded in myth and superstition, the High Council has attracted prominent members such as the Heroes of Old and Misfits of Magic throughout its existence. Serving as the main hub and legislative authority for Lynoa, it has risen from being a mere governing body for individual holds to becoming the center of the Lynoan Continental Empire during the Industrial Era.

Structure

The Council's structure has evolved over the centuries, with various reforms implemented to adapt to changing times and needs.The Council is composed of 11 standing members, each member of the Council represents a different Hold within the empire as well as an expertise such as commerce, diplomacy, or military strategy. The Council meets regularly to discuss matters of state and make decisions that affect the entire continent, from trade agreements to potential homeland threats.   One standing position of "Civilia Honorem" is highly esteemed and coveted by many Lynoan citizens, as it offers a unique opportunity for direct engagement with the High Council and a chance to contribute to the shaping of Lynoa's political and social landscape. The selection process for the "Civilia Honorem" is a completely random drawing that determines one citizen from the Lynoan Empire to be selected into seat.  Once chosen, the "Civilia Honorem" assumes a role similar to that of a liaison between the High Council and the Lynoan populace, tasked with communicating the Council's ideas and policies to the people, as well as bringing the concerns and feedback of the people back to the Council. This role is critical in maintaining the legitimacy and trust of the High Council among the Lynoan population, and ensuring that the Council remains grounded and responsive to the needs and desires of the people they serve. Despite the significant responsibility of the position, those who have served as "Civilia Honorem" have often reported it as a rewarding and fulfilling experience, and it remains one of the most unique and innovative features of Lynoa's political structure.   In addition to the standing members, the Council also includes advisors and consultants who provide expertise and guidance on specific issues. These advisors are often chosen for their knowledge and experience in a particular field, such as supernatural affairs, magic, druid communications, etc. Though it is not directly stated some anarchists theorize that the High Council also maintains a network of spies that spread throughout the world, but these statements are unfounded and act mostly as rumor.

Culture

The High Council's influence extends beyond politics and governance, permeating through Lynoa's culture and society. The Council's decisions and policies shape Lynoa's economic, social, and cultural landscape, reflecting the values and priorities of the High Council. As such, the Council's decisions are often debated by the Lynoan population, with some fiercely opposing or advocating for certain positions, generally speaking these debates do not result in extreme disagreements.    The Council's role as a central hub for Lynoa's governance also extends to the arts and cultural expressions. The Council has historically supported and patronized artists and cultural institutions, such as the Royal Theater and the National Museum. The Council's patronage has provided artists and cultural figures with resources and opportunities to pursue their craft, while also ensuring that Lynoa's cultural heritage is preserved and celebrated. The Council's influence on culture is also reflected in the education system, with Lynoan schools teaching Lynoan history and cultural values, often emphasizing the role of the Heroes of Old as well as The Misfits of Magic in shaping the nation's identity.   Despite its pervasive influence, the High Council remains subject to criticism and dissent, with some factions calling for greater decentralization of power and more direct democratic representation. Nevertheless, the High Council's legacy remains a cornerstone of Lynoan culture and governance, embodying the values and aspirations of the nation.

Public Agenda

The High Council's public agenda is centered around the welfare and prosperity of the Lynoan Empire and its people. Their main objective is to maintain peace and stability throughout the continent, while also addressing potential threats to homeland security. This includes offering public services to many within urban reaches to seek help or council. This includes ensuring that all of the Holds within the empire are operating smoothly and efficiently, and that trade and diplomatic relationships with other nations are well-maintained.   Another key aspect of the High Council's agenda is promoting the growth and development of magic and supernatural abilities within the empire. This involves funding research and development of new spells and technologies, as well as training and supporting young mages and druids. The High Council also plays a role in regulating and enforcing laws surrounding the use of magic and other supernatural abilities, in order to ensure public safety and prevent abuse of power. Overall, the High Council's public agenda is one of progress and innovation, with a focus on ensuring a bright future for the Lynoan Empire and its people.

Assets

The High Council of Lynoa has access to a wide range of assets, resources, and networks that are essential for governing an entire continent. These assets include a vast intelligence network that allows the Council to gather information on potential threats to the empire, both within and outside of its borders. The Council also has a well-trained military force at its disposal, comprised of soldiers from all the Holds within the empire, as well as various special forces units with specialized training and skills.   The Council also has significant economic power, with control over much of the continent's trade and commerce. This economic power allows the Council to influence the direction of markets and trade, and to allocate resources as needed to support its various initiatives and programs. Finally, the Council has access to an extensive network of diplomatic and political connections both within and beyond Lynoa, allowing it to maintain relationships with other nations and to engage in high-level diplomacy as needed.

Technological Level

One of the main sources of manufacturing was steel production, which was used to create various products from tools to machinery. Guns were also a common invention that was produced within the system, but nothing of the fully automatic variety quite yet. However some vehicles have been seen with gatling guns mounted onto them creating a somewhat "portable" automatic weapon.   Despite the prevalence of technology, magic was still an integral part of the society. Many still practiced traditional magic, while others sought to implement it in new ways to make life easier for the people. However, there were only two "rare" sources of magic that were considered to be used in extensive periods of science: Chronomancy and Graviturgy. These were highly sought after by scientists and researchers who wanted to push the boundaries of what was possible within the system.   As a result of the combination of technology and magic, the society within the system was constantly evolving and changing. People were able to live more comfortably and efficiently than ever before, and new inventions and discoveries were constantly being made. Despite the challenges and difficulties that came with this progress, the people of the system were determined to keep pushing forward and making their world a better place for everyone.

Foreign Relations

The High Council's efforts to establish diplomatic relations with foreign governments is a crucial step towards expanding Lynoa's influence and securing its place on the global stage. The initiative was first proposed during the Industrial Era, with the then Head Council member, Haspien Nightshade, recognizing the need for Lynoa to form alliances and establish trade partnerships with other nations. To this end, he delegated the task of reaching out to the four continents outside of Lynoa to a group of five trusted individuals, each tasked with forging relationships with a different foreign power.   Over the course of four months, the five envoys embarked on a grueling journey across the sea and through treacherous territories, enduring harsh climates and facing numerous challenges along the way. Despite these difficulties, they emerged victorious, each returning to Lynoa with a treaty that showed a keen interest in forming alliances and engaging in trade with the Lynoan Empire. These treaties marked the beginning of a new era of foreign relations for Lynoa, opening up new opportunities for trade, cultural exchange, and military cooperation.

Torishani:

Despite being a vast and resourceful continent, Torishani has long been isolated from the rest of the world. This isolationism is in part due to a deep-seated cultural mistrust of outsiders and a long history of wariness towards other nations. However, this all changed with the divine intervention that occurred several years ago. Many citizens of Torishani believed that this was a sign from the gods to reach out and connect with other countries in order to heal old wounds and make amends for past mistakes. Thus, a new era of diplomacy and international relations was born.   The Emperor of Torishani hesitated at the shift but did not seek to lose the people's trust and began to invest heavily in expanding their country's exports and diplomatic ties. As a result, Torishani's main exports have shifted to textiles, creative works, and exotic spell scrolls, all of which have proven to be very popular in other countries. In addition to increasing trade, the Emperor has also initiated some cultural exchange programs and diplomatic missions to promote goodwill and understanding between Torishani and its foreign counterparts, these missions mostly act as information gathering as the country attempts to keep up with the growing world.   

Arnovia:

Capri Decheuss, the current leader of Arnovia, has been instrumental in the growth and success of the country's economy despite the harsh living conditions in the icy wastelands. Her leadership and guidance have led to the establishment of a thriving and unique economy that is highly valued by other countries in the region.   Capri Decheuss, the leader of Arnovia, has played a crucial role in the success of the country despite the challenging environment. The most sought-after export of Arnovia is bloodstone jewelry, which is renowned for its stunning beauty and magical properties. The artisans of Arnovia skillfully mine and craft the stones into intricate and exquisite pieces of jewelry that are highly prized by collectors and magic users alike. Capri Decheuss's leadership has also led to the production of other unique exports, including familiars and high-quality furniture. Arnovian familiars are magical creatures that are bonded with a human or magic user to provide them with assistance and support. Tetreia:

When the envoy returned from the strange continent, they brought back tales of a world unlike any other. They described vast landscapes that combined the features of both a desert and a jungle, with vibrant colors that seemed to almost hypnotize them for days. The creatures they encountered were equally strange, with some having multiple heads and others changing colors in response to their surroundings. The envoy did not meet with any single leader, but instead shared memories of chance encounters with the various inhabitants of the land.   The tales of this strange continent sparked a sense of curiosity and wonder among the people of Lynoa. Many were eager to explore this mysterious world and experience it for themselves. Over time, an increasing number of people began to embark on voyages to the strange continent, eager to discover its secrets and marvel at its wonders. Some even made the journey a yearly tradition, eagerly anticipating the chance to once again immerse themselves in the fascinating and otherworldly environment of the alien land.  

The Keys:

Despite the challenges faced by the envoy who journeyed to the Keys, their efforts paid off and they discovered the capital city of Onomaru, which was home to a group of pirates known as The Freebooters. This group of leaders had united the various island states of the Coalition of United Islands States, using their resources and expertise to build a thriving economy based on trade and piracy.   The Keys were known for their exports of rare and exotic spices, which were highly prized by traders and chefs throughout the world. The Freebooters had established a vast network of trade routes and alliances, ensuring that their spices reached every corner of the globe. They also had skilled artisans who crafted fine weapons and jewelry from the precious metals and gems found on the islands.   Despite their reputation as pirates, The Freebooters were known for their fairness and adherence to a strict code of conduct. They were respected by both their allies and their enemies, and their influence extended far beyond the Keys. The envoy who had faced storms and pirates to reach them had discovered a group of leaders who were both feared and admired for their skill, resourcefulness, and ingenuity.

Trade & Transport

The Lynoan Empire has a vast and complex trade network that extends both within and beyond its borders. The Empire is a major producer of agricultural products, including grains, fruits, and vegetables, which are transported via a network of roads and canals to marketplaces throughout the continent. The Empire also has significant mineral wealth, with rich deposits of iron, copper, and precious metals, which are mined in various locations and transported to manufacturing centers throughout the Empire.   In addition to its own production, the Lynoan Empire also imports a wide range of goods from other nations, including luxury items such as spices, silks, and rare woods, as well as essential resources such as salt, spices, and lumber. These goods are transported via sea routes and land routes, with caravans and trading ships moving through established trade routes and ports throughout the continent.   The Freebooters, a group of pirate leaders who lead a coalition of island states known as the Coalition of United Island States, also play a significant role in the trade network of the Lynoan Empire. They control various trade ports and engage in trade with other nations, providing the Empire with access to valuable goods and resources from beyond its borders. Skyports, which are advanced transportation hubs that utilize magical technology to transport goods and people across vast distances, are also used to move goods quickly and efficiently across the world.

Education

The High Council of Lynoa places a high priority on education for all its citizens, with a particular emphasis on ensuring that education is available to all, regardless of social status or economic background. The Council's education system is comprehensive, with a range of institutions and programs designed to meet the needs of learners of all ages and abilities. These include public schools, universities, apprenticeship programs.   The average education level within the Lynoan empire is relatively high, with the vast majority of citizens receiving at least a basic education in reading, writing, and arithmetic. However, there are some disparities in access to education, particularly in more rural or isolated areas of the empire where resources may be limited. To address this, the Council has implemented programs to provide additional resources and support to these areas, such as mobile classrooms and teacher training programs.

Infrastructure

The High Council of Lynoa understands that physical infrastructure is a crucial aspect of ensuring the health and well-being of its citizens. As such, the Council has invested heavily in the construction and maintenance of a wide range of physical assets that are critical to the functioning of the empire. These physical assets are essential for the health and well-being of the empire, and the Council understands the importance of maintaining and improving them to ensure that its citizens can continue to thrive.
