The Forum of Cultural Welfare's existence is only discussed by the highest echelons of the political elite; Longest and most cunning freedom fighters; and the Church itself. Even in these prestigious circles where secrets are hard kept, the Forum is considered a rumor.
The institution at most is considered to be free acting agents of the emperor. Loosely connected, and organized by necessity if anything. However there is a figure who allegedly leads this shadowy organization. Known only as "The Censor" this man could theoretically be more powerful than the emperor himself. Those are just silly rumors though, right?

Despite being a Procullian, Arminius is thin in frame, and unassuming. He walks with a limp from a previous assassination attempts.

Personal history
The Censor Penta-Scion Arminius Appian rose to power after a brutal campaign of politicking and backstabbing in the shadowy organization. Arminius came from humble origins, the son of a merchant who's ability to market and sell wares garnered the attention of the Forum of Cultural Welfare.
The Procullian quickly became a rising star in the organization, his ability to alter culture and suppress information unparalleled. He spent three decades running the Marren indoctrination campaign in Northolt, and another two trying to ease tensions in Dwarflund. He is responsible for the resurgence of Oath-cloaks, and the Bureaucratic notability's increasing dependence on Imperial trade and culture.
After the third Sol-Empire shadow war, he quickly filled many of the vacant positions with his agents. Gathering enough support from his new allies he had the current leader of the Forum assassinated. Despite his actions leading to a war of succession in the Forum, Arminius emerged victorious, and took the place as Censor.
Not satisfied with his power, Arminius worked his way into the imperial court, posing as a high level advisor to the emperor himself. This break in protocol would have given the conservatives of the forum pause, if they were not already dead. No the leader of the shadowy organization, posing as an innocent advisor runs his shadowing schemes right under the nose of his own emperor.
