Council of Sparkling Stones

The Council of Sparkling Stones is the ruling body of the city of Mirabar. All major decisions go through them. They are all Dwarves, but their identities are practically unknown. They send their decisions and almost all interaction with the outside world through Marchion Selin Raurym, the 'Mayor' of the surface part of Mirabar. 
The Council Chambers are based in the undercity of Mirabar and never come up to the surface for anything.
